A GUIDE TO THE VARIOUS DEBATES, CONFERENCE BILLS, AND CONGRESSIONAL REPORTS THAT FORMED THE FOUNDATION FOR THE PROGRAM AND POLICY PROVISIONS OF THE CRIME CONTROL ACT OF 1976 IS PRESENTED.
Abstract
THE CRIME CONTROL ACT PASSED IN 1976 SERVES TO UPDATE CERTAIN SECTIONS OF THE OMNIBUS CRIME CONTROL AND SAFE STREETS ACT OF 1968 WITH REGARD TO THE LEAA, GRANTS FOR LAW ENFORCEMENT PURPOSES, PLANNING GRANTS, AND GRANTS FOR TRAINING, EDUCATION, RESEARCH, AND DEMONSTRATION PROGRAMS, AS WELL AS GRANTS FOR CORRECTIONAL INSTITUTIONS AND FACILITIES. ADMINISTRATIVE PROVISIONS WERE ALSO AMENDED. DEFINITIONS WERE CLARIFIED AND AMENDMENTS WERE MADE TO THE JUVENILE JUSTICE AND DELINQUENCY PREVENTION ACT OF 1974. MISCELLANEOUS AMENDMENTS RELATING TO THE DRUG ENFORCEMENT ADMINISTRATION AND THE TERM OF OFFICE OF THE DIRECTOR OF THE FEDERAL BUREAU OF INVESTIGATION WERE ALSO UNDERTAKEN. A LEGISLATIVE HISTORY INDEX IS PROVIDED AS ARE THE TEXTS OF BILLS SUBMITTED BY THE ADMINISTRATION, THE SENATE AND THE HOUSE OF REPRESENTATIVES AND THE TEXTS OF VARIOUS CONFERENCE AND COMMITTEE REPORTS. PORTIONS OF THE CONGRESSIONAL RECORD CONTAINING THE ESSENTIALS OF FLOOR DEBATES AND FLOOR ACTIONS ARE REPRODUCED. THE INDIVIDUAL VIEWS OF SELECTED MEMBERS OF CONGRESS ARE INCLUDED. THE TEXT OF THE CRIME CONTROL ACT AS PASSED ON OCTOBER 15, 1976, AND THE SCOPE OF AMENDMENTS NOT INCLUDED IN THE FINAL BILL ARE PROVIDED. (KBL)
