POSITION STATEMENT OF THE MINNESOTA CITIZENS COUNCIL ON DELINQUENCY AND CRIME CONCERNING MODIFICATIONS TO THE PRESENT INDETERMINATE SENTENCING SYSTEM EMPLOYED IN THAT STATE.
Abstract
THE PROBLEMS WITH INDETERMINATE SENTENCING CAUSED BY BROAD DISCRETIONARY POWERS AT SEVERAL LEVELS, COMMUNITY DISTRUST OF THE SYSTEM, AND MANIPULATION OF THE SYSTEM BY OFFENDERS ARE DISCUSSED. IMPROVEMENTS WHICH CAN BE MADE IN THE PRESENT SYSTEM ARE DESCRIBED AND RECOMMENDATIONS ARE MADE TO IMPLEMENT A SYSTEM WHICH FIXES THE LENGTH OF INCARCERATION. COUNCIL POSITIONS ON OTHER ASPECTS OF THE ISSUE ARE PRESENTED.
