REPORT ON STATE PROCEDURES OF CLASSIFICATION AND CUSTODY ARRANGEMENTS FOR CONVICTED FELONS, WHOSE CRIME OR ESCAPE PRESENTS A DANGER TO PUBLIC SAFETY.
Abstract
THIS STUDY SURVEYS STATE LAWS AND PRACTICES IN AN EFFORT TO COME UP WITH A DEFINITION OF A 'SERIOUS AND DANGEROUS CRIME'. IT ALSO CONSIDERS THE QUESTION OF HOW DANGEROUS PRISONERS SHOULD BE INCARCERATED, OR OTHERWISE DEALT WITH. THE STATUTES IN APPROXIMATELY 23 STATES ARE CONSIDERED, WITH SPECIAL EMPHASIS BEING PLACED ON ARKANSAS LAWS. THE APPENDIX CONTAINS COPIES OF STATE STATUTES AND/OR LEGISLATION DEALING WITH CUSTODY, CLASSIFICATION, AND INCARCERATION IN ARKANSAS, CONNECTICUT, MINNESOTA, MONTANA, NEVADA, HAWAII, OREGON, AND KENTUCKY.
