This report describes six model programs related to offender drug treatment, batterer treatment, gang prevention, and other issues; the programs were federally funded, evaluated at the State and local levels, and identified as effective programs for other States and localities to replicate.
Abstract
Each program is discussed with respect to its overall nature, its goals and objectives, its activities and components, the performance measures and evaluation methods used, and the evaluation findings and results. The Donovan Prison Therapeutic Community Program (Continuity of Care Project) enables graduates of inmate drug treatment programs to continue intensive drug treatment while on parole in a community setting in Vista, Calif. The Intensive Supervision Program in Colorado aims to divert prison-bound offenders away from prison and into a community alternative while maintaining public safety. Florida's drug treatment and rehabilitation programs for offenders are conducted by local governments using Byrne grant funds administered by the Florida Department of Community Affairs. The Gang Violence Reduction Project was initiated in 1992 in a largely Hispanic community in Chicago to target highly violent or highly at-risk gang members ages 14-24. The Drug Treatment Alternative to Prison program operates in three boroughs of New York City. The Batterer's Education Program in Iowa is designed to teach persons convicted of domestic assault to stop using controlling and abusive behavior in relationships with their partners.
