CONTRIBUTING FACTORS IN THE COMMUNICATIONS PROBLEM BETWEEN THE DESIGNERS AND USERS OF LAW ENFORCEMENT DATA PROCESSING SYSTEMS ARE EXAMINED.
Abstract
CHARACTERISTICS OF THE DATA-PROCESSING PROFESSION THAT TEND TO ALIENATE DATA-PROCESSING PERSONNEL FROM MEMBERS OF OTHER PROFESSIONS ARE POINTED OUT, AS ARE FACTORS THAT TEND TO PROHIBIT LAW ENFORCEMENT PERSONNEL FROM UNDERSTANDING COMPUTERIZED INFORMATION SYSTEMS AND FROM COMMUNICATING WITH DATA-PROCESSING PERSONNEL. WAYS OF FACILITATING THE DEVELOPMENT OF LAW ENFORCEMENT INFORMATION SYSTEMS THROUGH MANAGEMENT SUPPORT, USER PARTICIPATION AND THE EFFORTS OF A DATA-PROCESSING COORDINATOR ARE SUGGESTED. A 1976 SURVEY OF COMMUNICATION PROBLEMS EXPERIENCED BY LAW ENFORCEMENT AND DATA-PROCESSING PERSONNEL INVOLVED IN DATA-PROCESSING DEVELOPMENT PROJECTS IS CITED. SURVEY RESPONSES SUGGEST THAT COMMUNICATION IS FACILITATED BY THE FOLLOWING CONDITIONS: MANAGEMENT SUPPORT AT THE TOP LEVELS OF BOTH LAW ENFORCEMENT AND DATA-PROCESSING ORGANIZATIONS; COMPLETE USER PARTICIPATION; SYSTEMS DEVELOPMENT PROJECT TEAM LEADERSHIP; LAW ENFORCEMENT SYSTEMS DESIGNED FOR EXPANSION; COMPLETE REQUIREMENTS ANALYSIS; CLEARLY STATED SYSTEM GOALS; AND THOROUGH USER ORIENTATION.
