THERE IS A NEED TO EVALUATE SAFETY AND LIABILITY TO SABOTAGE OF MANNED DCS FACILITIES AROUND THE WORLD. THIS 1978 REPORT DISCUSSES THE QUESTION, INCLUDING METHODS OF PROTECTION AND COST.
Abstract
A COST-BENEFIT ANALYSIS OF POTENTIAL COUNTERMEASURES DESIGN TO LESSEN THE LIABILITY OF DEFENSE COMMUNICATION SYSTEM (DCS) FACILITIES TO SABOTAGE IS PRESENTED. THE REPORT BEGINS WITH A DISCUSSION OF THE OBJECTIVES OF THE SECURITY SYSTEM AS THE CONTINUED USE OF THE COMMUNICATIONS SYSTEM, THE THREAT OF ATTACK BY TRAINED SABOTAGE TEAMS OR TERRORISTS, AND ATTACK DETERRENTS, INCLUDING THE MAINTENANCE OF A LOW PROFILE AND THE APPEARANCE OF GOOD SECURITY. THE ESTIMATED TIME IT WILL TAKE TO SABOTAGE POTENTIAL TARGETS IS DESCRIBED. POTENTIAL PROTECTION AND COUNTERACTION MEASURES ARE DESCRIBED, INCLUDING INTRUSION DETECTION, COMPONENT HARDENING AND REACTION FORCE. THE REQUIREMENTS OF THE SECURITY SYSTEM AND ITS ELEMENTS ARE DESCRIBED ON THE BASIS OF VARYING LEVELS OF SYSTEM OPERATIONAL SOPHISTICATION. THE ESTIMATED COSTS OF THESE POTENTIAL SYSTEMS ARE TABULATED. THE USER RESPONSIBILITY IS TO BALANCE AN ACCEPTABLE LEVEL OF EXPENDITURE WITH THE PROTECTION NEEDED AND WANTED. A NEED-COST/BENEFIT OVERVIEW OF THE IMPORTANT QUESTION OF PROTECTION OF THE DEFENSE COMMAND SYSTEM IS PRESENTED. IT PROVIDES INFORMATION WITH WHICH TO MAKE DECISIONS, AS TO BOTH FURTHER PROTECTION MEASURES AND FURTHER INVESTIGATION. THE REPORT INCLUDES FOOTNOTES AND TABLES. (KCP)
