THIS REPORT DETAILS THE GOALS, OBJECTIVES, AND METHODOLOGY DEVELOPED TO GUIDE THE CONDUCT AND ASSESSMENT OF AN ILLINOIS STATE POLICE TRAFFIC CONTROL PROGRAM.
Abstract
BEGINNING IN 1977, EFFORTS WILL BE MADE TO REDUCE VEHICULAR ACCIDENTS THROUGH INCREASED POLICE ENFORCEMENT OF ALL TRAFFIC LAWS AT 45 STATEWIDE HIGH-ACCIDENT LOCATIONS. THE SIX-MONTH PROGRAM WILL UTILIZE 49,280 MAN-HOURS, WHICH WILL BE DEVOTED TO PATROL DURING CRITICAL DAYS AND TIMES AS SUGGESTED BY PATTERNS OF ACCIDENTS. PARTICIPATING POLICE OFFICERS WILL RECEIVE THE OPERATION'S INSTRUCTIONS, A PUBLIC INFORMATION PROGRAM WILL BE CONDUCTED, AND JUDICIAL CONTACTS WILL BE MADE AND MAINTAINED. IN ADDITION, THE PROGRAM'S EFFECTIVENESS WILL BE ANALYZED IN TERMS OF ITS ADMINISTRATIVE SUCCESS AND ITS EFFECT ON ACCIDENT OCCURRENCES AND SEVERITY. SOME OF THE MAJOR ELEMENTS IN THE EVALUATION REPORTS INCLUDE: (1) AN OVERALL ASSESSMENT OF THE PROGRAM; (2) CHANGES IN ACCIDENTS AT INDIVIDUAL LOCATIONS, BY DISTRICT AND STATEWIDE; (3) AN ASSESSMENT OF THE SUCCESS IN MEETING OBJECTIVES; (4) CHANGES IN TRAFFIC VOLUMES AND SPEEDS AT SELECTED LOCATIONS; AND (5) RECOMMENDATIONS FOR CHANGES IN PROGRAM CONDUCT OR IN CHOICES OF LOCATIONS. ACCOMPANYING THE TEXT ARE STATISTICAL TABLES, A MAP, SCHEDULES, FORMS, AND APPENDIXES. (WJC)
