FINDINGS AND RECOMMENDATIONS OF AN ILLINOIS LEGISLATIVE SUBCOMMITTEE CONCERNING CRIME PREVENTION ON MASS TRANSPORTATION FACILITIES ARE PRESENTED.
Abstract
THE SUBCOMMITTEE, ESTABLISHED IN 1978, BASED ITS FINDINGS AND RECOMMENDATIONS ON TESTIMONY RECEIVED IN TWO PUBLIC HEARINGS, A TOUR OF THE CHICAGO TRANSIT AUTHORITY'S (CTA'S) OPERATIONS CONTROL CENTER, STUDIES OF MASS TRANSIT CRIME, AND INFORMATION ON MASS TRANSIT CRIME ISSUES OBTAINED FROM OTHER LARGE AMERICAN CITIES. THE SUBCOMMITTEE FOUND A SERIOUS LACK OF CRIME INFORMATION AND STATISTICS THAT ISOLATED THE TYPES AND FREQUENCY OF CRIMES COMMITTED ON MASS TRANSIT FACILITIES. FURTHER, EFFECTIVE COMMUNICATION BETWEEN THE CTA, ITS EMPLOYEES, LAW ENFORCEMENT AGENCIES, AND THE PUBLIC REGARDING ISSUES RELATING TO CRIME ON TRANSIT FACIILTIES WAS LACKING. THE CTA IS OVERLY COMMITTED TO TECHNOLOGY, NOTABLY ELECTRONIC SURVEILLANCE DEVICES, AS THE PRIMARY MEANS FOR COMBATTING CRIME ON ITS SYSTEM. EMPLOYEES WERE NOT SUFFICIENTLY TRAINED IN HOW TO DEAL WITH VARIOUS TYPES OF CRIME SITUATIONS IN THEIR JURISDICTIONS. RECOMMENDATIONS FOR COUNTERING AND PREVENTING CRIME ON MASS TRANSIT FACILITIES ARE OFFERED IN THE AREAS OF ADMINISTRATIVE IMPROVEMENTS, COMMUNICATIONS, EMPLOYEE PROTECTION, CRIMINAL PENALTIES, AND THE DEVELOPMENT OF AN EFFECTIVE CTA POLICE FORCE. EXHIBITS RECEIVED BY THE SUBCOMMITTEE ARE INCLUDED, AND PROPOSED LEGISLATION IS PRESENTED. (RCB)
