DRUG TREATMENT AND PREVENTION PROGRAMS INCLUDED IN THE 1980 PLAN FOR THE ILLINOIS DANGEROUS DRUGS COMMISSION, PHASE 1, FISCAL YEAR 1979-1980, ARE DESCRIBED TOGETHER WITH PROPOSED EXPANSIONS AND ADDITIONS.
Abstract
SUBMITTED TO THE STATE OF ILLINOIS GENERAL ASSEMBLY, THIS REPORT BY THE STATE DANGEROUS DRUGS COMMISSION FOCUSES ON STRATEGIES FOR FIGHTING THE WIDESPREAD ABUSE OF OPIATES, PARTICULARLY HEROIN, IN ALL TYPES OF LOCAL AREAS. AS DURING PREVIOUS YEARS, THE COMMISSION EMPHASIZED THE DELIVERY OF PREVENTION SERVICES, THE CONTINUED IMPROVEMENT OF PROGRAM EFFICIENCY AND EFFECTIVENESS, AND THE REFINEMENT OF SUBSTATE PLANNING AND PROGRAMMING. POLYDRUG ABUSE AND THE COMBINED USE OF DRUGS AND ALCOHOL RECEIVED PRIORITY ATTENTION IN 1979 AS DID HEROIN USE, AND WILL BE ACCORDED THE SAME IMPORTANCE IN 1980. NEW INITIATIVES FOR 1980 WILL INCLUDE THE TREATMENT ALTERNATIVES TO STREET CRIME (TASC) PROGRAM; EXPANSION OF TREATMENT AND PREVENTION SERVICES FOR FEMALE POLYDRUG USERS; NEW SERVICES FOR GOVERNMENT WORKERS WITH DRUG AND ALCOHOL ABUSE PROBLEMS; THE DEVELOPMENT OF RULES AND REGULATIONS TO ESTABLISH STANDARDS OF DRUG ABUSE RESEARCH WITHIN ILLINOIS; EXPANSION OF SERVICES, ESPECIALLY CLINICS, FOR SPANISH-SPEAKING CLIENTS; A COMPREHENSIVE RURAL DRUG ABUSE TREATMENT AND PREVENTION CENTER AND TRAINING OF MINORITY UNIVERSITY GRADUATES FOR MANAGEMENT POSITIONS WITHIN THE DRUG ABUSE FIELD. THE REPORT ALSO DESCRIBES THE ADMINISTRATIVE STRUCTURE OF THE ILLINOIS DANGEROUS DRUGS COMMISSION AND GIVES A PROGRAMS AND SERVICES SUMMARY. OTHER TOPICS DISCUSSED ARE A SURVEY OF CURRENT TRENDS AND PATTERNS OF DRUG ABUSE IN ILLINOIS BY DRUG TYPE; A CORRELATION BETWEEN DRUG ABUSE AND CRIMINAL BEHAVIOR; DATA ON PROGRAMS AND SERVICES. TABLES ARE PROVIDED FOR ALL THE TOPICS CONTAINED IN THE REPORT.
