THIS MANUAL PRESENTS THE ILLINOIS DEPARTMENT OF CORRECTIONS'S MINIMUM STANDARDS AND PROCEDURES FOR THE OPERATION OF COUNTY JUVENILE DETENTION FACILITIES.
Abstract
THE STANDARDS CONFORM TO THE JUVENILE COURT ACT WHICH WAS PROMULGATED MAINLY TO PROTECT AND NOT PUNISH, TO PROVIDE GUIDANCE FOR EACH MINOR, AND TO ENSURE CUSTODY, CARE, AND DISCIPLINE AS EXPECTED IN A FAMILY HOME ENVIRONMENT. FOLLOWING A DESCRIPTION OF THE LEGAL AUTHORITY FOR THE STANDARDS, INDIVIDUAL CHAPTERS DISCUSS PROCEDURES AND STANDARDS IN A NUMBER OF AREAS. THESE INCLUDE DETENTION ADMISSION POLICY, ADMINISTRATION, PERSONNEL, RECORDS, ADMISSION PROCEDURES, AND ORIENTATION. ALSO COVERED ARE RELEASE PROCEDURES, SEPARATION AND SEGREGATION, HOUSING, MEDICAL CARE, CLOTHING, PERSONAL HYGIENE, AND GROOMING, FOOD SERVICES, AND SANITATION. ADDITIONAL STANDARDS PERTAIN TO SUPERVISION, SECURITY, SAFETY, DISCIPLINE, EMPLOYMENT OF YOUTH, MAIL PROCEDURES, TELEPHONE VISITING, AND SOCIAL SERVICE PROGRAMS. FINALLY, EDUCATION, LIBRARY, AND RELIGIOUS SERVICES, AND POLICY ON THE COMMISSARY, ON RECREATION AND LEISURE TIME, AND ON NEW DESIGN AND CONSTRUCTION ARE DETAILED. IN ADDITION TO THE REQUIRED STANDARDS, RECOMMENDED PROCEDURES WHICH MAY BE IMPLEMENTED TOWARD IMPROVING DETENTION OPERATIONS ARE PRESENTED FOR EACH SUBJECT AREA. APPENDIXES PRESENT FORMS FOR REPORTERS ON MONTHLY POPULATION AND UNUSUAL OCCURRANCES AND EXCERPTS FROM MUNICIPAL AND COUNTY JAIL STANDARDS RELATING TO JUVENILE DETENTION. (CFW)
