THE AUTHOR NOTES THE DEPENDENCE OF THE COURT SYSTEM ON PLEA BARGAINING, AND TRACES THE GRADUAL DEVELOPMENT OF THIS PROCEDURE. SUPREME COURT DECISIONS WHICH HAVE BASICALLY SERVED TO LEGITIMIZE PLEA BARGAINING ARE ALSO REVIEWED. SEVERAL APPROACHES TO DIMINISHING THE NEED TO RELY UPON PLEA BARGAINING ARE ALSO PRESENTED.
