THESE DOCUMENTS INCLUDE THE PRELIMINARY ASSESSMENT MEMORANDUM, A PROJECT DESIGN, A FINAL REPORT (AND ITS DRAFTS), AND A PROJECT IMPLEMENTATION PLAN. FACTORS AND RESOURCES IMPORTANT TO THE PREPARATION OF THESE DOCUMENTS ARE IDENTIFIED. WRITTEN PRIMARILY FOR PERSONNEL IN A POLICE PLANNING AND RESEARCH UNIT, THIS REPORT CAUTIONS PLANNERS NOT TO BECOME OVERLY INVOLVED WITH THE ULTIMATE SUCCESS OF IMPLEMENTATION EFFORTS AS IT DELINEATES THE CONTINUED RESPONSIBILITY OF THE PLANNING UNIT.
