THIS ANALYSIS AND IDENTIFICATION OF PERSONNEL SYSTEM ORGANIZATION AND PROBLEMS WAS CONDUCTED FOR THE HUNTINGTON (WV) POLICE DEPARTMENT, WHOSE 181 PERSONNEL SERVE 73,000 PERSONS ON 15.86 SQUARE MILES.
Abstract
THE REPORT WAS DATED MAY 15, 1976. THE REPORT FOCUSED ON THE IDENTIFICATION OF DEFICIENCIES IN THE PRESENT PERSONNEL SYSTEM THAT MAY HAVE AN ADVERSE IMPACT ON ATTRACTING AND RETAINING HIGHLY QUALIFIED AND EDUCATED MANPOWER FOR A PROFESSIONAL POLICE ORGANIZATION AND ON A REVISION OF THE PRESENT SYSTEM. THE FOLLOWING AREAS WERE STUDIED: RECRUITMENT, SELECTION, TRAINING, PROBATIONARY PERIOD, ASSIGNMENT AND TRANSFER POLICY, DISCIPLINE, PROMOTION, PATROL OPERATIONS, AND RULES AND REGULATIONS.
