REPORT CONCLUDES THAT BENEFITS OF INCREASED POLICEMAN MORALE AND BETTER COMMUNITY PROTECTION FAR OUTWEIGH THE COSTS OF THE FOUR DAY WORK WEEK, THE 'TEN PLAN'.
Abstract
ADVANTAGES INCLUDE DECREASED RESPONSE TIME AND INCREASED MISDEMEANOR AND FELONY ARRESTS PER OFFENSES REPORTED. THIS IS ATTRIBUTABLE TO BETTER POLICE COVERAGE DURING THE PEAK CRIME HOURS. CONVERSELY, DURING CALM HOURS, IT IS EASIER TO SCHEDULE THE APPROPRIATE NUMBER OF MEN WITHOUT SHORTAGES DURING MORE ACTIVE HOURS. IN RESPONSE TO A QUESTIONNAIRE, THE EMPLOYEES ALMOST UNANIMOUSLY ENDORSED THE PROGRAM.
