THIS CENTER PROVIDES DIAGNOSTIC AND MENTAL HEALTH SERVICES TO INMATES OF THE SOUTH PIEDMONT AREA, A REGION ENCOMPASSING REDELL, ROWAN, CABARRUS, STANLEY, UNION, GASTON, LINCOLN, AND MECKLENBURG COUNTIES.
Abstract
THESE EIGHT COUNTIES EACH CONTAIN ONE PRISON UNIT OF THE STATE CORRECTIONS SYSTEM, WITH THE EXCEPTION OF MECKLENBURG COUNTY (CHARLOTTE) WHICH HAS TWO. THE CENTER'S FUNCTION IS BASED UPON THREE BROAD OBJECTIVES: MORE COMPLETE EVALUATION OF ENTERING INMATES AND DEVELOPMENT OF APPROPRIATE TREATMENT PROGRAMS; DIAGNOSIS AND TREATMENT OF INMATES WITH MENTAL DISORDERS BY PSYCHIATRIC AND PSYCHOLOGICAL CONSULTANTS; AND DEVELOPMENT OF PRESENTENCE DIAGNOSTIC CAPABILITY. THE DIAGNOSTIC PROCESS IS MEANT TO SERVE ALL THE MALE MISDEMEANANTS AND FELONS WITH LESS THAN A TEN YEAR SENTENCE. THE PROGRAM HAS BECOME INSTITUTIONALIZED AS PART OF THE NORTH CAROLINA DIVISION OF CORRECTIONS AND IS BEING REPLICATED IN OTHER CORRECTIONAL AREAS OF THE STATE. THIS REPORT PRESENTS FINDINGS FROM THE ON-SITE VALIDATION STUDY OF THE CENTER, DISCUSSING THE EXTENT TO WHICH THE UNIT MEETS THE EXEMPLARY PROJECT CRITERIA OF GOAL ACHIEVEMENT, MEASURABILITY, EFFICIENCY, REPLICABILITY, AND ACCESSIBILITY, PROGRAM WEAKNESSES CITED INCLUDE A GENERAL LACK OF DATA AND INTERNAL FEEDBACK, PROGRAM GOALS WHICH ARE INCONSISTENT WITH THE POLICIES OF OTHER CORRECTIONAL SYSTEM COMPONENTS, UNDERUTILIZATION OF FACILITY SERVICES BY THE LOCAL JUDICIARY, AND THE FACT THAT STAFF RECOMMENDATIONS AND ANALYSES CAN BE OVERTURNED. PROGRAM DEFICIENCIES, AS MEASURED BY THE NATIONAL ADVISORY COMMISSION CORRECTIONS STANDARDS, ARE ALSO DISCUSSED....ELW
