This "Fact Sheet" explains the grant provisions and requirements for the Homeland Security Overtime Program (HSOP) -- administered by the Federal Office of Community Oriented Policing Services (COPS) -- which offers State and local law enforcement agencies the opportunity to supplement their officer overtime budgets for a period of 1 year.
Abstract
Under the HSOP grant program, the funds awarded constitute up to 75 percent of the total projected overtime costs submitted by the grantee in the original HSOP application. HSOP funds must be used for overtime activities above and beyond the level of overtime funding covered by State or local funds. Locally budgeted overtime funds must be expended within an agency's fiscal cycle; they should be tracked separately from HSOP funds. The HSOP grant requires grantees to contribute a local match of at least 25 percent of the total cost of the approved grant project. The positions listed in the HSOP grant application are assumed to be nonsupervisory sworn personnel by the nature of their rank rather than as defined by their current task; therefore, grantees should not reimburse for overtime expenses for personnel who hold a rank of a supervisory position, even if the person is not currently supervising a staff or is performing a nonsupervisory task. Grantee departments are expected to remain consistent with local pay rates and within approved fringe-benefit categories.
