CRITIQUE OF LIVING CONDITIONS AND THE DEARTH OF REHABILITATIVE PROGRAMS IN AMERICAN COUNTY JAILS.
Abstract
COUNTY JAILS MOST OFTEN HOLD SENTENCED PETTY OFFENDERS AND PERSONS AWAITING TRIAL. THEY ARE USUALLY OPERATED BY LOCAL LAW ENFORCEMENT OFFICIALS, WHO HAVE NEITHER THE SKILL NOR TIME TO DEVELOP REHABILITATIVE PROGRAMS. IT IS SUGGESTED THAT THE ONLY EFFECTIVE WAY TO IMPROVE JAIL CONDITIONS IS FOR THE STATES TO ASSUME RESPONSIBILITY FOR THE CARE OF SHORT-TERM PRISONERS.
