These guidelines are intended to provide police administrators in small police agencies with workable administrative and operational techniques for use in hostage situations.
Abstract
The manual includes sample directives to patrol and supervisory personnel, modified from directives currently being used by large police departments. The directives and guidelines reflect the current state of the art concerning hostage negotiations. The techniques presented rest on the principles of clear and pertinent policy, flexible command structure, the accumulation of experience to guide official responders, and the minimization of potentially disruptive forces during the negotiating process. Separate guidelines are provided for patrol units, command posts, inner perimeter containment teams, and negotiators. The guidelines emphasize the dual goals of securing the release of the hostages without harm and apprehending the offender. Charts, appended checklist, and 31 references.
