Abstract
AN OPENLY AND HONESTLY CONDUCTED PLEA BARGAINING SYSTEM REQUIRES A DEFINITE PLEA AGREEMENT TO BE PRESENTED TO THE TRIAL JUDGE. IF THE JUDGE RATIFIES THE AGREEMENT, IT WOULD SERVE AS A SENTENCE GUARANTEE FOR THE ACCUSED.
