A MAY, 1976, REPORT OF THE HOLYOKE POLICE DEPARTMENT'S ORGANIZATION STRUCTURE AND PERSONNEL MANAGEMENT TO DETERMINE WHETHER SUFFICIENT RESOURCES AND SPECIALIZATION EXIST, AND IF THEY ARE BEING USED MOST ADVANTAGEOUSLY.
Abstract
THE HOLYOKE POLICE DEPARTMENT IS COMPRISED OF 124 MEN, AND SERVES A POPULATION OF 48,000 IN AN AREA OF APPROXIMATELY 23 SQUARE MILES. A RESEARCH CONSULTANT REVIEWED AND ANALYZED LOCAL DATA, THE DEPARTMENT'S ORGANIZATION, RELEVANT CITY CHARTER AND ORDINANCE PROVISIONS, EARLIER REPORTS ASSESSING HOLYOKE POLICE SERVICES, AND INTERVIEWED VARIOUS DEPARTMENT PERSONNEL. RECOMMENDATIONS INCLUDE INCREASED SPECIALIZATION, IMPLEMENTATION OF THE GALVIN-ANGELL ORGANIZATION MODEL, MAINTENANCE OF PRESENT STAFF LEVELS, PROTECTION OF THE OFFICE OF POLICE CHIEF FROM DIRECT POLITICAL INFLUENCE, AND SEVERAL PROPOSALS FOR MORE EFFICIENT USAGE OF PERSONNEL. ESTIMATES ARE GIVEN OF THE BUDGETARY EFFECTS OF EACH SET OF RECOMMENDATIONS.
