Abstract
PRIMARY CONCERN IS WITH THE DEVELOPMENT OF THEORIES ABOUT THE NATURE AND PURPOSE OF POLICING, THE STATUS OF POLICE UNDER LOCAL AND CENTRAL GOVERNMENT, AND THE WAY IN WHICH A POLICE INSTITUTION HAS BEEN RECONCILED WITH TRADITIONAL ENGLISH ATTITUDES TOWARDS PERSONAL LIBERTY. THE FORMATION OF OVER 200 SEPARATE POLICE FORCES UNDER POLITICAL AND ECONOMIC PRESSURE FROM MORE PRIMITIVE LOCAL UNITS IS DESCRIBED. THE AUTHOR CONCENTRATES ON ASPECTS OF POLICE HISTORY WHICH ILLUMINATE THE WORKING AND PROBLEMS OF THE POLICE SERVICE OF MODERN TIMES, AND ITS RELATION TO THE PUBLIC.
