THE AUTHOR ARGUES THAT NOT ALL LAW ENFORCEMENT OFFICERS SHOULD BE REQUIRED TO GRADUATE FROM COLLEGE, AND THAT PROVISIONS MUST BE MADE THROUGH TRAINING ACADEMIES, AS WELL AS COLLEGES AND UNIVERSITIES, FOR ALL POLICE PERSONNEL TO RECEIVE INSTRUCTION RELEVANT TO THE WORK THEY PERFORM IN THE FIELD.
