HIGH-RISK POLICE PATROL TACTICS ARE ILLUSTRATED IN THIS FILM CENTERING ON A DRAMATIZED BARRICADED-SUSPECT INCIDENT AND ITS MANAGEMENT.
Abstract
THE HANDLING OF AN ACTUAL BARRICADED-SNIPER INCIDENT IS RECREATED TO DEMONSTRATE THE TYPE OF RESPONSE WHICH CAN BE ACHIEVED BY A SMALL- TO MEDIUM-SIZED LAW ENFORCEMENT AGENCY. THE FILM, ACCOMPANYING INSTRUCTOR'S MANUAL, AND 32 SUPPORTING SLIDES, REVIEW TACTICS PATROL OFFICERS SHOULD USE, SET FORTH THE RESPONSIBILITIES OF RESPONDING OFFICERS, AND ILLUSTRATE THE USE OF FIELD COMMAND POSTS, SPECIAL TACTICAL TEAMS, AND KEY OFFICER SURVIVAL TECHNIQUES (I.E., PROPER MOVEMENT, INVISIBLE DEPLOYMENT, COVER, CONCEALMENT, HIGH GROUND ADVANTAGE). THE MANUAL OUTLINES BASIC TRAINING IN HIGH-RISK TECHNIQUES, WHILE THE SLIDES STRESS KEY POINTS CONTAINED IN BOTH THE MANUAL AND THE FILM. OFFICERS SHOULD ATTAIN THE FOLLOWING OBJECTIVES AFTER VIEWING THE FILM AND SLIDES AND PARTICIPATING IN CLASS INSTRUCTION: (1) UNDERSTAND THE DEFINITION AND IMPACT OF HIGH-RISK PATROL PROBLEMS IN TERMS OF OFFICER SURVIVAL; (2) DEMONSTRATE A KNOWLEDGE OF THE FIRST RESPONDING OFFICER'S RESPONSIBILITIES WITH RESPECT TO BARRICADED SUSPECTS WITH AND WITHOUT HOSTAGES, SNIPER INCIDENTS, CRIMES IN PROGRESS, AND AMBUSH INCIDENTS; (3) UNDERSTAND THE TOTAL RESPONSE REQUIRED IN A HIGH-RISK INCIDENT AND THE ROLE OF FIELD COMMANDERS, NEGOTIATORS, TACTICAL TEAM LEADERS AND TEAM MEMBERS, AND FELLOW OFFICERS AT THE SCENE; (4) APPLY BASIC TACTICS TO HIGH-RISK SITUATIONS; (5) UNDERSTAND THE CONCEPT AND FUNCTION OF TACTICAL TEAM MEMBERS (I.E., TEAM LEADERS, OBSERVERS, MARKSMAN, SCOUTS, AND REAR GUARDS); (6) UNDERSTAND THE NECESSITY FOR COMMUNICATION BETWEEN OFFICERS, FIREARMS DISCIPLINE, AND ADVANCE PLANNING; AND (7) DEMONSTRATE AN ABILITY TO WORK WITH OTHER OFFICERS IN PENETRATING A SUSPECT'S LOCATION BY USING PROPER ROOM-ENTRY TECHNIQUES.
