This report describes the High Intensity Drug Trafficking Area Program, some of its accomplishments, and plans for the future.
Abstract
The High Intensity Drug Trafficking Area (HIDTA) Program, founded a decade ago, fosters cooperation among local, State, and Federal law enforcement agencies in drug control efforts. This report includes brief summaries of Fiscal Year 2000 activities at 26 individual HIDTA sites. The HIDTA strategy promotes research sharing, connectivity, and deconfliction of operations, focusing on criminal targets that cause the most damage. Regional HIDTA strategies include building collocated, multi-agency drug task forces and initiatives. The program focuses on outcomes and performance based funding. HIDTA establishes Investigative Support Centers in designated areas. They facilitate information sharing, intelligence collection, analysis, and dissemination, and technical and strategic support to HIDTA initiatives and participating agencies. Although drug-related crime and drug use have declined, drug-related violence and crime continue to be among the Nation's most profound problems. The HIDTA Program has begun a review process that includes on-site visits to HIDTA by Office of National Drug Control Policy staff as well as members from the Departments of Justice and Treasury. In addition, HIDTA regions are achieving a closer working relationship with the El Paso Intelligence Center for the accumulation of methamphetamine intelligence. Tables, figure, appendix
