THIS REPORT EXAMINES THE NUMBER AND TYPE OF MEASURES USED BY IMPACT PROJECTS BY CRIMINAL JUSTICE FUNCTIONAL AREA AND BY CITY, AND EXPLORES THE QUESTION OF CONTINUITY OF MEASURES USED IN INITIAL AND SUBSEQUENT EVALUATIONS.
Abstract
SINCE ITS INCEPTION, THE IMPACT PROGRAM HAS RECOGNIZED THE ROLE MEASUREMENT PLAYS IN ASSESSING PROJECT OBJECTIVES, ACTIVITIES, AND OUTCOMES. THIS DOCUMENT PRESENTS THE MEASURES USED IN THE IMPACT PROGRAM COMPLIED FROM AN EXHAUSTIVE EXAMINATION OF ALL PROJECT COMPONENTS, INTERIM REPORTS, AND FINAL REPORTS THAT MITRE RECEIVED AS OF DECEMBER, 1974. THE FINDINGS SHOWED THAT OF THE APPROXIMATELY 211 PROJECTS IMPLEMENTED TO DATE, 154 HAVE SUBMITTED SOME FORM OF DOCUMENTATION. PROJECT EVALUATION COMPONENTS AND REPORTS TOGETHER LIST 1472 MEASURES. THE MOST FREQUENTLY STATED MEASURES WERE THOSE USED TO ASSESS CRIME RATES AND CRIMINAL ACTIVITY. THERE WERE 69 PROJECTS OF ALL TYPES THAT MET THE DOCUMENTATION REQUIREMENTS FOR POTENTIAL CONTINUITY OF MEASURES (I.E., THE APPEARANCE OF A SPECIFIC MEASURE AND ITS ASSOCIATED OBJECTIVE IN BOTH A PROJECT'S EVALUATION COMPONENT AND IN ANY OF ITS SUBSEQUENT EVALUATION REPORTS). THE DEGREE OF CONTINUITY OF MEASURES WAS FOUND TO VARY ACROSS CITIES AND ACROSS FUNCTIONAL AREAS. CONTINUITY OF MEASURES IN TERMS OF THE PROJECT WAS FOUND TO EXIST FOR ONLY 25 PROJECTS. INCLUDED IN THE APPENDIXES ARE MEASURES AND ASSOCIATED OBJECTIVES FOR CRIMINAL JUSTICE FUNCTIONAL AREAS, AND A LIST OF NONCONTINUOUS MEASURES AND CONTINUOUS MEASURES AND PROJECTS.
