This paper addresses the topic of community policing from the perspective of traditional police chiefs faced with the inevitability of change and innovation in policing.
Abstract
The author uses a humorous approach to the issues of implementing community policing techniques in resistant departments by outlining ways in which community and problem-oriented policing initiatives can be undermined. In reality, the author is supporting the use of community policing to confront numerous community problems, to create a cohesive law enforcement agency, to improve police-community relations and police-minority relations, to expand the functions and roles that officers can fulfill in the community, and to involve citizens in planning policies and addressing problems.
