A DESCRIPTION, IN SUMMARY FORM, OF THE MAJOR INCIDENTS WITHIN THE CRIMINAL JUSTICE SYSTEM WHICH THE HAWAII OFFENDER POPULATION HAD GONE THROUGH.
Abstract
THE CASE PROCESS FOR BOTH THE ADULT AND THE JUVENILE OFFENDERS REPRESENT A SIMPLIFIED PICTURE OF THE CRIMINAL JUSTICE SYSTEM OF HAWAII. IN EACH CASE ONLY FOUR MAJOR STAGES HAVE BEEN IDENTIFIED. FOR THE ADULTS THE MAJOR STAGES ARE: ARREST, ARRAIGNMENT, TRIAL OPENING, AND FINAL DISPOSITION; WHILE, FOR THE JUVENILES THE MAJOR STAGES ARE: ARREST, PETITION, ADJUDICATORY HEARING, AND FINAL DISPOSITION. THE FOLLOWING KINDS OF INFORMATION WERE COLLECTED FOR BOTH THE ADULT AND THE JUVENILE CASE PROCESS: TIME LAPSE BETWEEN THE MAJOR STAGES OF THE CASE PROCESS; STATUS-PLACEMENT OF INDIVIDUALS AT VARIOUS POINTS IN THE CASE PROCESS; FINAL DISPOSITION OF OFFENDERS; NUMBER OF ARRESTS BETWEEN THE MAJOR STAGES OF THE CASE PROCESS; AND NUMBER OF ARRESTS WHILE FULFILLING SENTENCE.
