REDEFINITION OF EXISTING INSTITUTIONS, INTRODUCTION OF COMMUNITY INFLUENCE, AND DEVELOPMENT OF TREATMENT PROGRAMS TO REDUCE RECIDIVISM AND REHABILITATE OFFENDERS.
Abstract
AMONG THE KEY CONCEPTS ARE THE PRECEPTS THAT COMMUNITY BASED CORRECTIONAL PROGRAMS ARE PREFERABLE TO INSTITUTIONAL TREATMENT. FURTHER, INDIVIDUALIZATION OF OF TREATMENT AND DIFFERENTIATED HANDLING OF A VARIETY OF OFFENDERS ARE CONSIDERED VITAL TO CRIME REDUCTION. AN IMPORTANT INGREDIENT IS COORDINATION BETWEEN THE JUDICIARY, THE LAW ENFORCEMENT SYSTEM, AND CORRECTIONS. THE STREAMLINING OF EXISTING SERVICES AND MAXIMUM UTILIZATION OF COMMUNITY RESOURCES CONSTITUTES A CORNERSTONE OF THE MASTER PLAN. THE SUMMARY INCLUDES POPULATION PROJECTIONS, A DESCRIPTION OF THE EXISTING CRIMINAL JUSTICE SYSTEM. AND A DISCUSSION OF PROPOSED CORRECTIONAL PROGRAMS. (AUTHOR ABSTRACT MODIFIED)
