These guidelines are intended for use by law enforcement agencies in developing policies and procedures to address the problem of hate crimes.
Abstract
The discussion rests on the premise that programs, procedures, and practices that are specifically focused on this problem can greatly enhance the success of efforts to reduce the number of bias-related incidents and harassment. Individual sections discuss reporting requirements for hate crimes and the specific factors to examine in determining if a crime is bias-related. Other sections present a model preamble to guidelines, policy statement, definition of bias-related incidents, and list of the responsibilities of the chief executive of the law enforcement agency. Photographs, 16 references, and appended sample forms, procedures, and related materials from several law enforcement agencies are included.
