THIS REPORT EVALUATES THE FOURTH YEAR (1979) OF A CRIME PREVENTION PROGRAM, HANDS UP, CONDUCTED BY THE GENERAL FEDERATION OF WOMEN'S CLUBS.
Abstract
HANDS UP IS A NATIONAL VOLUNTEER PROGRAM FUNDED BY LEAA WITH MATCHING FUNDS FROM PRIVATE CORPORATIONS. ITS FOURTH YEAR GOAL WAS TO INCREASE CITIZEN INVOLVEMENT IN CRIME PREVENTION THROUGH THE ESTABLISHMENT OF A NETWORK OF LOCAL ACTION GROUPS ACROSS THE COUNTRY. SPECIFIC OBJECTIVES WERE TO INITIATE PROJECTS IN SUCH CRITICAL AREAS AS DOMESTIC AND PERSONAL VIOLENCE AND ECONOMIC LOSS TO CONTINUE PROGRAM SUPPORT TO ONGOING PROJECTS IN SEVEN AREAS (DOMESTIC AND PERSONAL VIOLENCE, YOUTH PROGRAMS, ECONOMIC LOSS, PROPERTY AND PERSONAL LOSS, JUVENILE JUSTICE, OFFENDERS, AND COURT PROGRAMS); TO PROVIDE LEADERSHIP TO THE NATIONAL AD COUNCIL CAMPAIGN; AND TO PARTICIPATE IN THE COMPREHENSIVE CRIME PREVENTION PROGRAM ACTIVITIES INCLUDED WORKSHOPS, VOLUNTEER TECHNICAL ASSISTANTS, TECHNICAL ASSISTANCE, KNOWLEDGE CENTERS, NETWORKING, MATERIALS DEVELOPMENT, AND MATERIALS DEVELOPMENT, AND MATERIALS DISTRIBUTION. CLUB ACTIVITIES WERE CARRIED OUT AT BOTH STATE AND LOCAL LEVELS. THOUSANDS OF CRIME PREVENTION PROJECTS WERE INITATED AND ARE NOW IN PLACE. IT IS RECOMMENDED THAT WORKSHOPS CONTINUE TO RECEIVE PRIORITY IN FUNDING, THAT FUNDING AGENCY REPORTING REQUIREMENTS ACCOMMODATE DIFFERENCES IN GRANT RECIPIENT RECORDS; THAT A STANDARDIZED REPORTING SYSTEM BE DEVELOPED; AND THAT TRAINING OF STATE LEADERS BE ENCOURAGED.
