Abstract
THE INMATES' RIGHTS THAT ARE DISCUSSED INCLUDE PERSONAL SAFETY AND WELFARE, NO CRUEL OR UNUSUAL PUNISHMENT, HEALTHFUL ENVIRONMENT, THE RIGHT TO REMAIN SILENT, THE RIGHT TO COMMUNICATE WITH ATTORNEY AND FAMILY, AND THE PRESUMPTION OF INNOCENCE FOR PRISONERS AWAITING TRIAL. THESE RIGHTS ALSO INCLUDE NO RACIAL SEGREGATION, DISCIPLINE CONSISTENT WITH DUE PROCESS (WHICH REQUIRES HEARINGS FOR INTERNAL DISCIPLINARY MEASURES), PROCEDURE FOR IMPOSING PUNISHMENT, NO DISCIPLINE OF PRISONERS BY PRISONERS, SEGREGATED CONFINEMENT, AND CONSULTATION WITH ATTORNEYS. THEY FURTHER CONSIDER CORRESPONDENCE WITH ATTORNEYS, PRISONER'S RIGHT TO PREPARE LEGAL PAPERS, ACCESS TO THE COURTS AND INMATE GRIEVANCE PROCEDURES. STANDARDS RELATING TO CRIMES COMMITTED IN JAIL, RELIGIOUS FREEDOM, VISITATION AND MAIL, PARTICIPATION IN INMATE PROGRAMS AND TRANSFERS TO OTHER FACILITIES ARE PRESENTED. FOR RELATED NATIONAL SHERIFF'S ASSOCIATION JAIL STANDARDS SEE NCJ-15725, 15732-34 AND 15736.
