FEBRUARY 1976 REPORT WHICH REVIEWS THE EXISTING STRUCTURE AND NEWLY-PROPOSED REORGANIZATION PLAN FOR THIS 214-MAN POLICE DEPARTMENT IN THIS CITY OF 132,000, COVERING A TOTAL AREA OF 57 SQUARE MILES.
Abstract
THIS ANALYSIS WAS ALSO DESIGNED TO DETERMINE MANPOWER REQUIREMENTS AND PERSONNEL DEPLOYMENT. IT IS CONCLUDED THAT THE ORGANIZATIONAL STUDY CONDUCTED BY THE HAMPTON POLICE DIVISION PLANNING AND ANALYSIS WOULD SERVE VERY WELL AS A MODEL FOR REORGANIZATION OF THE DEPARTMENT, WITH CERTAIN MODIFICATIONS, INCLUDING A 100-PERSON INCREASE IN MANPOWER (INSTEAD OF THE PROPOSED 43). THE RESULTANT ADJUSTMENTS IN MANPOWER COMMITMENTS ARE ALSO DETAILED. IN ADDITION, A PLAN FOR REDISTRICTING AND THE EQUALIZING OF WORKLOADS BETWEEN DISTRICTS IS PROPOSED. TWENTY-FIVE RECOMMENDATIONS (BOTH GENERAL AND SPECIFIC) ARE PRESENTED.
