THIS TECHNICAL ASSISTANCE RESULTED IN A MANPOWER STUDY OF THE HALTOM CITY (TX) POLICE DEPARTMENT WHICH REVEALED THAT THE DEPARTMENT WAS ADMINISTRATIVELY TOP-HEAVY AND OVERLY SPECIALIZED.
Abstract
THE POPULATION OF HALTOM CITY IS 30,000; THE POLICE FORCE IS 36; AND THE REPORT IS DATED APRIL 9, 1973. RECOMMENDATIONS ARE MADE TO CHANGE THE ORGANIZATIONAL STRUCTURE OF THE DEPARTMENT, TO ELIMINATE THE DETECTIVE AND WARRANT DIVISIONS, AND GENERALLY TO ENCOURAGE THE ROLE OF POLICE GENERALIST.
