The Tampa, Florida, Police Department instituted a gun buy-back program after extensive publicity about the program, and the program was implemented at three locations on a Saturday in September 1998.
Abstract
The police department developed incentives for citizens to turn in their guns, including food vouchers, trigger locks for those who did not want to part with their guns, and gift certificates from Wal-Mart. At the end of the one day, the police department had run out of gift cards and was handing out IOUs, and 1,300 guns were turned in. The program was so successful that the police department planned to repeat it the next year. 1 photograph
