Abstract
The discussion notes that the core elements of a security program of a well-managed facility include a highly visible and actively engaged management staff, a strong workforce management program, and a well-defined inmate classification system. Other crucial elements include an adequate physical facility and equipment and a fully implemented set of policies and procedures, including such crucial elements as emergency procedures, inmate accountability, key control, tool control, and inmate discipline.
