This report presents guidelines for State and local law enforcement and for environmental protection and public health agencies to develop programs for cleaning up hazardous wastes at clandestine drug laboratories. The guidelines were developed by the Joint Federal Task Force of the Drug Enforcement Administration, the Environmental Protection Agency, and the U.S. Coast Guard in response to Section 2405 of the Anti-Drug Abuse Act of 1988.
Abstract
They provide an overview of recommended procedures for enforcement, safe disposal of contaminated materials, and for cleanup of residual contamination. The Task Force recommendations call for the appointment by each State of an agency responsible for development of such a clandestine drug laboratory program inclusive with medical screening and specialized training. In addition, the Task Force recommends that State and local law enforcement personnel wear protective clothing, prepare seizure action appropriate to type of clandestine laboratory, prepare contamination reports, select qualified disposal contractor, and conduct a site evaluation. 6 tables
