THIS HANDBOOK PROVIDES GUIDELINES FOR STRUCTURING PHYSICAL SECURITY PROGRAMS AT FEDERAL AUTOMATED DATA PROCESSING (ADP) FACILITIES.
Abstract
THIS BASIC REFERENCE DOCUMENT DISCUSSES SECURITY ANALYSIS, NATURAL DISASTERS, SUPPORTING UTILITIES, SYSTEM RELIABILITY, PROCEDURAL MEASURES AND CONTROLS, OFF-SITE FACILITIES, CONTINGENCY PLANS, SECURITY AWARENESS, AND SECURITY AUDIT. RECOMMENDATIONS FOR ORGANIZING AN ADP PHYSICAL SECURITY PROGRAM INCLUDE ESTIMATING POTENTIAL LOSSES TO THE FACILITY AND ITS USERS FROM PHYSICAL DESTRUCTION OR THEFT OF PHYSICAL ASSETS, FROM LOSS OR DESTRUCTION OF DATA AND PROGRAM FILES, FROM INFORMATION AND INDIRECT ASSESTS THEFT, AND FROM DELAY OR PREVENTION OF COMPUTER PROCESSING. LOCAL NATURAL DISASTER PROBABILITIES SHOULD BE DETERMINED AND SUPPORTING UTILITIES, SUCH AS ELECTRICAL POWER SUPPLIES AND AIR CONDITIONING, SHOULD BE PROTECTED. A FAILURE ANALYSIS OF ADP OPERATIONS SHOULD ESTIMATE THE NUMBER AND DURATION OF SIGNIFICANT HARDWARE FAILURES OF ADP OPERATIONS, IDENTIFY CRITICAL ADP AREAS AND PROVIDE ADEQUATE PHYSICAL PROTECTION AND ACCESS CONTROL. POTENTIAL TARGETS FOR FRAUD, THEFT OR MISUSE OF RESOURCES SHOULD BE DETERMINED AND INTERNAL SECURITY PROCEDURE'S ESTABLISHED. COMPILING PLANS FOR EMERGENCIES REQUIRING BACK-UP OPERATIONS, DEVELOPING SECURITY TRAINING REQUIREMENTS FOR ADP AND SENIOR STAFF, AND AUDITING PHYSICAL SECURITY PROCEDURES ARE ADDITIONAL NECESSARY MEASURES.
