This document outlines statutory and judically mandated guidelines for the location, construction, and operation of prison facilities in Texas.
Section 1 contains text from the request for proposals for minimum-security facilities issued by the Texas Department of Corrections in 1986. It specifies criteria for site selection, facility design, costs, contractor experience and training, financing, time constraints, and programs and services. It also includes an inmate profile. Section 2 outlines court-mandated standards for new construction and renovation and requirements for vocational and recreational activities, inmate clothing and linens, visitation, and staffing.
