DESIGNED TO PROVIDE LOCAL OFFICIALS WITH NEEDED INFORMATION FOR A COMMUNITY CONSERVATION PROGRAM, THIS DOCUMENT COVERS BUILDING ENERGY CONSERVATION, EMPLOYEE TRANSPORTATION, AND ENERGY RESOURCES RECOVERY.
Abstract
THE INITIAL CHAPTER FOCUSES ON EXISTING BUILDINGS AND INCLUDES THE ENERGY AUDIT. IT EXAMINES USE OF SOLAR ENERGY IN HOT-WATER HEATERS OR VIA WINDOWS AND CONSIDERED VARIED METHODS SUCH AS THE ENERGY UTILIZATION INDEX (EUI) TO EVALUATE ENERGY CONSERVATION. BUILDING IN AN AUTOMATED SYSTEM TO CONTROL A BUILDING'S MAJOR ENERGY-USING SYSTEMS IS ASSESSED, AND THE DEPARTMENT OF ENERGY GRANT PROGRAM FOR ENERGY CONSERVATION IN SCHOOLS, HOSPITALS, UNITS OF LOCAL GOVERNMENT, AND PUBLIC CARE INSTITUTIONS IS ANALYZED. ALSO DISCUSSED ARE THE BUILDING ENERGY PERFORMANCE STANDARDS (BEPS) OF NEW BUILDINGS, CONSERVATION MEASURES THAT CAN BE USED IN PROCUREMENT INCLUDING LIFE-CYCLE COST ANALYSIS, PURCHASE OF RECYCLED MATERIALS, AND POOL PURCHASING. EMPLOYEE TRANSPORTATION PROGRAMS ARE EXAMINED INCLUDING CARPOOLING, VANPOOLS, INTEROFFICE OR PUBLIC TRANSIT, AND PARKING. DESIGNS FOR FOUR CATEGORIES OF STREET LIGHTING SYSTEMS ARE GIVEN. A FINAL SECTION SUGGESTS STEPS FOR DEVELOPING ENERGY RESOURCE RECOVERY PLANTS. LOCAL GOVERNMENT EXAMPLES OF ENERGY CONSERVATION ARE PROVIDED FOR EACH CHAPTER. APPENDIXES ILLUSTRATE THE CONCEPTS OF EACH CHAPTER WITH DETAILED FORMS, ILLUSTRATIONS, AND TABULAR DATA. A SOLAR/RENEWABLE ENERGY RESOURCE GUIDE AND BIBLIOGRAPHY ARE GIVEN. (AOP)
