This paper summarizes the findings and recommendations from Group 1 (Control of Drug Offenses) at the 97th International Training Course on the Effective Treatment of Drug Offenders and Juvenile Delinquents.
Abstract
This report provides information on drug law enforcement in Nepal, Kenya, China, Papua New Guinea, Zambia, and Japan. The speakers discussed the law enforcement systems of each country, which revealed their diversity. In Zambia, for example, there are four independent law enforcement systems that deal with drugs. The speakers noted that in some countries there is little or no coordination of the various law enforcement agencies that target drug offenses. Representatives of all the countries agreed that drug abuse is a serious problem and must be countered through appropriate laws and their enforcement. Virtually all of the countries in the group continuously amend their laws to provide severe penalties for drug offenders. Some even allow for the death penalty or life imprisonment. A section of this report on "investigation" focuses on the criminal methods of drug dealers in the represented countries, how intelligence information is acquired, the seizure and forfeiture of proceeds and money laundering, international cooperation, and drug prevention measures (education campaign, treatment, and crop substitution). Fifteen recommendations for improving drug supply and demand reduction are listed. Charts show the drug offenses and penalties for the countries represented in the group. 8 references
