SITE VISITS, INTERVIEWS, AND CRIMINAL JUSTICE DATA WERE USED TO EVALUATE THE 12 GROUP HOMES RECEIVING FEDERAL FUNDING THROUGH THE GROUP HOME COORDINATING UNIT OF THE CONNECTICUT JUVENILE CORRECTIONS SYSTEM.
Abstract
IF THE WORK OF THE GROUP HOME COORDINATION EFFORT IS EVALUATED IN TERMS OF DEINSTITUTIONALIZATION, IT SHOULD BE JUDGED A FAILURE BECAUSE THE POPULATION IN THE STATE'S JUVENILE CORRECTIONAL FACILITIES CONTINUED TO INCREASE. HOWEVER, THE UNIT DID PLACE JUVENILES IN GROUP HOMES, MAINTAINED SURVEILLLANCE OF THESE JUVENILES, AND PROVIDED FUNDING. THE MAJOR PROBLEMS WERE DUE TO ORGANIZATIONAL DEFICIENCIES WITHIN THE DEPARTMENT OF CHILDREN AND YOUTH SERVICES. MORE DIFFICULTIES ARE FORESEEN AS THE RIGHTS OF JUVENILES AND THE RIGHT TO TREATMENT COMPLICATE THE JUVENILE CORRECTIONS PICTURE. BECAUSE THE HOMES THEMSELVES COULD NOT BE COMPARED ACCURATELY BECAUSE OF A LACK OF UNIFORM DATA, UNIFORM REPORTING METHODS SHOULD BE ESTABLISHED. INFORMATION ON STAFFING AND ORGANIZATION OF THE HOMES, CLIENT DISTRIBUTIONS, RESIDENCE LENGTHS, AND WORK INHIBITORS IS GIVEN. APPENDIXES CONTAIN THE QUESTIONNAIRES AND INTERVIEW GUIDES ALONG WITH A DESCRIPTION OF THE SURVEY METHODOLOGY. TABULAR DATA, CHARTS, AND NINE REFERENCES PERTAINING TO DELINQUENT BEHAVIOR ARE INCLUDED.
