Group 4 of the 97th International Training Course on the Effective Treatment of Drug Offenders and Juvenile Delinquents addresses the effective treatment of juvenile delinquents.

Abstract

The countries and jurisdictions represented in the group were Hong Kong, Malaysia, Korea, and Japan. Following an overview of the scope of the group's work, this report defines juvenile delinquents and considers juvenile diversion from formal processing, the presentence report, and noninstitutional and institutional treatment. The noninstitutional treatment methods considered are the fine, probation, release on bond, suspension of sentence, community service, home arrest programs, and corporal punishment. Aspects of institutional treatment considered are residential treatment and release on parole, furloughs, work release, study release, prison, secured training center, detention center, and the drug addiction treatment center. Also discussed are community participation in correctional efforts and specific effective treatment programs in Hong Kong, Korea, Malaysia, and Japan. Thirteen recommendations reflect the group's consensus on how to improve the effectiveness of juvenile correctional treatment methods. A 15-item bibliography
