Abstract
DESPITE THE FACT THAT 12,000 APPLICATIONS WERE TENDERED THE BOARD WAS CONCERNED THAT MANY VICTIMS DID NOT AVAIL THEMSELVES OF THE OPPORTUNITY FOR COMPENSATION. THE GUIDELINES AND PROCEDURES USED BY THE PROGRAM ARE ILLUSTRATED BY CASE STUDIES. FISCAL INFORMATION IS ALSO PROVIDED.
