THE GRANT MANAGEMENT INFORMATION SYSTEM (GMIS) REPRESENTS A MAJOR EFFORT OF THE STATE PLANNING AGENCY TO PROVIDE COORDINATED COMPUTERIZED INFORMATION NEEDED TO CONTROL, MONITOR, AND EVALUATE GRANT PROCESSES.
Abstract
IN ITS PRESENT FORM, GMIS ENABLES MANAGEMENT TO DETERMINE THE STATUS OF ANY GRANT OR GRANT APPLICATION AT ANY POINT IN THE PROCESSING CYCLE THROUGH PROJECT IMPLEMENTATION AND COMPLETION, TO EVALUATE PERFORMANCE BY PROVIDING INFORMATION FOR COMPARING EXPECTED AND ACTUAL PERFORMANCE, AND TO HAVE READY ACCESS TO CENTRAL AUTOMATED FILES CONTAINING A WEALTH OF DATA FOR THE GENERATION OF REPORTS. ROUTINE GMIS REPORTS ARE BRIEFLY DESCRIBED, AND THEIR SPECIFIC CONTENT AND FORMAT ARE GRAPHICALLY DEPICTED. REPORTS INCLUDE: A SEQUENTIAL LISTING OF APPLICATIONS RECEIVED DURING THE YEAR AND TO DATE; APPLICATIONS RECEIVED TO DATE BY APPLICANT AGENCY; A MASTER STATUS LIST; APPLICATIONS WITH NO ACTIVITY, E.G., THOSE BOGGED DOWN IN THE PROCESSING CYCLE; A REPORT ON DELINQUENCIES IN THE PERFORMANCE OF REQUIRED FUNCTIONS BY SUBGRANTEES OR STATE PLANNING AGENCY PERSONNEL; AVAILABILITY OF SUBGRANT ACTION FUNDS; BUDGETARY/EXPENDITURE CONTROL SUMMARIES; A LISTING OF INSPECTIONS DUE IN THE FOLLOWING MONTH; SUBGRANT INSPECTION REPORTS RECORDING INSPECTION RESULTS AND RATING PROJECT PERFORMANCE; A QUARTERLY SCHEDULE OF SUBGRANTS; DISTRIBUTION OF SUBGRANT DOLLARS BY LARGEST CITIES AND COUNTIES; DISTRIBUTION OF ACTION FUNDS BY PROGRAM AREA; AND ACTION AND DISCRETIONARY SUBGRANT ACTIVITY SUMMARIES IN EACH PROGRAM AREA. ALSO AVAILABLE ARE MASTER FILE AND JURISDICTION FILE LISTINGS WHICH ALLOW PERSONNEL TO QUICKLY DETERMINE THE STATUS OF THE MASTER FILES WITHOUT ACCESSING THE MASTER FILES DIRECTLY. NEW LISTINGS ARE PROVIDED FOLLOWING WEEKLY UPDATES. A REPORT PROGRAM GENERATOR PERMITS PERSONNEL TO OBTAIN NONROUTINE INFORMATION CONTAINED IN COMPUTER MASTER FILES. FOR MOST APPLICATIONS AND SUBGRANTS, THE MASTER FILES CONTAIN INFORMATION ON SUBGRANT CATEGORIES, OBJECTIVES, PROCEDURES, EVALUATION CRITERIA, PROJECT TYPES, AND SIMILAR CLASSIFICATION MATERIALS. A SEPARATE COMPUTER FILE CONTAINS INFORMATION ON THE ALLOCATION OF SUBGRANT DOLLARS ACCORDING TO THE BENEFITS RECEIVED OR ESTIMATED TO TO BE RECEIVED BY VARIOUS ENTITIES REGARDLESS OF THE SUBGRANTEE. RELATIVE BENEFITS OF ON-LINE VERSUS BATCH PROCESSING ARE BRIEFLY DISCUSSED. STANDARDS AND SPECIFICATIONS ARE BEING DEVELOPED TO ENABLE AGENCIES TO EXCHANGE INFORMATION READILY. (JAP)
