This 1983 Illinois study of prison crowding which examined offender categories, sentence lengths, and the development of a coordinated State criminal justice system, presents long-term recommendations to alleviate overcrowding.
Abstract
These recommendations include adoption of a Community Corrections Act and expansion of community placements, including work camps, work release, restitution, victim compensation, and gradual release programs. Illinois also needs to institute a statewide probation department, expand its criminal sentencing commission, and develop comprehensive sentencing guidelines. Other recommendations cover additional prison construction, programs for special populations, additional juvenile facilities, and private-sector contracting. Lists of task force members and meeting dates are appended.
