APPROXIMATELY 370 STANDARDS RELEVANT TO THE CRIMINAL JUSTICE SYSTEM IN NORTH CAROLINA ARE PRESENTED. THEY WERE DEVISED BY THE GOVERNOR'S LAW AND ORDER COMMISSION.
Abstract
GOALS FOR THE CRIMINAL JUSTICE SYSTEM IN NORTH CAROLINA ARE TO (1) REDUCE REPORTED AND UNREPORTED CRIME THROUGH TARGET HARDENING, COMMUNITY EDUCATION AND INVOLVEMENT, CRIME PREVENTION, DIVERSION, AND REHABILITATION; (2) PROTECT INDIVIDUAL RIGHTS BY ASSURING TO THE PUBLIC AND CLIENTS LEGAL/ADMINISTRATIVE REMEDIES TO ALLEGED CRIMINAL/ADMINSTRATIVE VIOLATIONS; (3) ACHIEVE JUSTICE BY INSURING THE PROVISION OF EQUITABLE AND IMPARTIAL SANCTIONS, ACTIONS, AND DISPOSITIONS; (4) INCREASE EFFICIENCY IN THE CRIMINAL JUSTICE SYSTEM IN A COST-EFFECTIVE MANNER BY CONSOLIDATING SERVICES, MODERNIZING BUDGETING SYSTEMS, AND USING INFORMATION SYSTEMS; AND (5) INCREASE PROFESSIONAL SKILLS BY ACTIVELY ENGAGING IN PROGRAMS RELATED TO PERSONNEL DEVELOPMENT, RECUITMENT, AND SELECTION. STANDARDS ARE PRESENTED ACCORDING TO THESE GOALS IN THE AREAS OF PREADJUDICATION, ADJUDICATION, POSTADJUDICATION, JUVENILE JUSTICE, AND THE DEVELOPMENT OF A STATEWIDE CRIMINAL JUSTICE INFORMATION SYSTEM.
