FIRST VOLUME OF A THREE-VOLUME COMPREHENSIVE PLAN FOR UNIFYING AND IMPROVING THE JUVENILE JUSTICE SYSTEM IN GEORGIA FOR THE YEARS 1977-79.
Abstract
THE METHODOLOGY INVOLVED IN PREPARING THIS STUDY CONSISTED OF A MULTI-STEP PROCESS. THE NATIONAL ADVISORY COMMISSION ON CRIMINAL JUSTICE STANDARDS AND GOALS (NAC) AND AMERICAN BAR ASSOCIATION (ABA) STANDARDS RELATING TO JUVENILE JUSTICE WERE COMPILED AS WERE ALL RELEVANT STATE LAWS AND STATE JUVENILE JUSTICE AGENCY POLICIES AND PROCEDURES. THESE WERE THEN COMPARED AND CURRENT SYSTEM PROBLEMS WERE IDENTIFIED BY UNJUSTIFIABLE DISCREPANCIES. ELEVEN ISSUE STATEMENTS WERE DEVELOPED FOR THOSE ASPECTS OF THE JUVENILE JUSTICE SYSTEM BELIEVED INADEQUATE, AND DATA NEEDED TO ANSWER THE STATEMENTS WERE OBTAINED. THIS VOLUME EXPLAINS THE HISTORY OF THE CREATION OF GEORGIA'S JUSTICE SYSTEM AND THE DEVELOPMENT OF ITS JUVENILE SERVICES. IT ALSO DESCRIBES THE ADMINISTRATIVE STRUCTURE OF THE JUVENILE JUSTICE SYSTEM IN GEORGIA AND PRESENTS DESCRIPTIVE DATA ON SERVICES PROVIDED. FOR OTHER VOLUMES OF THE PLAN AND AN EXECUTIVE SUMMARY OF THE THREE VOLUMES, SEE NCJ-39170-72. (AUTHOR ABSTRACT MODIFIED)...EB
