This report details the responsibilities and activities of the Georgia Board of Pardons and Paroles during the fiscal year that ended June 30, 1993, and presents statistical data on the agency's programs and caseloads and the numbers of adults on probation, in prison, or on parole.
Abstract
During the year, new prison bedspace enabled Georgia to increase the number of inmates while reducing parole releases 33 percent from the previous year. At the end of fiscal year 1993, 23,103 offenders were under parole supervision; 10,108 offenders successfully completed parole, 1,681 were returned to prison for new convictions, and 2,489 were returned for technical violations. Fifty-three percent of the inmate population consisted of offenders who committed violent crimes or sex offenses. In contrast, two-thirds of the parolee population consisted of nonviolent (drug or property) offenders. Nonwhites, mostly black males, made up 65 percent of the parolee population.
