Abstract
THE FOLLOWING ACTIVITIES OF THE U.S. PAROLE COMMISSION, PROBATION DIVISION, FROM 1977 TO 1979 ARE DESCRIBED BY THE CHAIRMAN OF THE COMMISSION: (1) THE ADOPTION OF A PRESUMPTIVE PAROLE DATE PLAN AND THE STANDARDS THAT GOVERN ITS OPERATION, (2) THE HOLDING OF PERIODIC HEARINGS FOR CONSIDERATION OF THE REVISION OF STANDARDS FOR SETTING PRESUMPTIVE PAROLE DATES, AND (3) HIGHLIGHTS OF RESEARCH EFFORTS AND PROBLEM AREAS. NEXT, THE TESTIMONY OF WAYNE JACKSON, DIRECTOR OF THE PROBATION DIVISION OF THE ADMINISTRATIVE OFFICE OF U.S. COURTS, DESCRIBES THE PROBATION OFFICE'S ACTIVITIES IN 1977 AND 1978. THEY INCLUDE REVISED STANDARDS TO GUIDE PROBATION OFFICERS IN THE CONDUCT OF PRESENTENCE INVESTIGATIONS, THE PROBATION MANAGEMENT INFORMATION SYSTEM, PRETRIAL SERVICES AGENCIES, WITNESSES PROTECTION PROGRAM, EMPLOYMENT PLACEMENT, DRUG AFTERCARE, PRETRIAL DIVERSION, AND PROTECTION OF PROBATION OFFICERS. MR. WILLIAM P. TYSON, ACTING DIRECTOR OF THE EXECUTIVE OFFICE FOR U.S. ATTORNEYS, REVIEWS THE NATURE OF THE U.S. ATTORNEYS' WORKLOAD, DISCUSSES THE BACKLOG IN CIVIL CASES, AND REVIEWS THE JUSTICE DEPARTMENT'S PROPOSED AMENDMENTS TO THE SPEEDY TRIAL ACT. THE DIRECTOR OF THE U.S. MARSHALLS SERVICE REVIEWS THE WIDE RANGE OF RESPONSIBILITIES OF U.S. MARSHALLS FROM TRANSPORTATION OF PRISONERS TO PROTECTION OF U.S. NUCLEAR WARHEADS. NEXT, THE DIRECTOR OF THE ADMINISTRATIVE OFFICE OF THE U.S. COURTS DESCRIBES THE FOLLOWING MAJOR DUTIES OF THE OFFICE: FINANCIAL AFFAIRS, PERSONNEL, PROCUREMENT, REPORTS AND STATISTICS, AND MANAGEMENT RESPONSIBILITIES. LASTLY, THE DIRECTOR OF THE FEDERAL JUDICIAL CENTER DESCRIBES THE RECENT PROGRAM ACTIVITIES OF THE CENTER'S DIVISIONS, INCLUDING THE DIVISION OF INNOVATION AND SYSTEMS DEVELOPMENT, THE DIVISION OF RESEARCH, AND THE DIVISION OF CONTINUING EDUCATION AND TRAINING.
