This manual presents the guidelines and procedures New York City police personnel must follow regarding the acceptance of gifts and other compensation.
Abstract
The three factors that must always be examined when considering the ethical propriety of accepting a gift are the value of the gift, the intent of the donor, and the intent of the recipient. Police may not accept valuable gifts, but it is neither unethical nor illegal to accept a gift that is of little value. If a donor's conduct or demeanor indicates an expectation of special treatment as a result of the gift, it may not be accepted regardless of its value. Several rulings in specific cases, as well as general guidelines, have further defined the appropriateness of accepting specific types of gifts.
